Concerns expressed by the last SEL June, when approving the budget of the municipality of Salento fields, have been reflected, unfortunately, not only during the two maneuvers of adjustment of the budget adopted in September and November 2010 respectively, but even early in the accounting records avutesi after December 31 last year.
We reported the critical nature of certain revenue that left no financial cover some items of expenditure and created a financial imbalance of 320,000 €! As predicted, the coverage of this imbalance is the result not later than 31/12/2010, and so we find ourselves today with a deficit of about € 500,000, so even much higher than estimated. The city administration has been stubborn to believe they can cover the deficit with extraordinary revenues and uncertain, however, without complying with the rules and principles of public accounting, and totally ignoring the negative opinion of the head of accounting and auditor. One can not help but point out the inability and improvisation of this administration: a year ago was known its intention to dispose of the former municipal slaughterhouse, but the rules for the sale of property was approved only last December. And then you are not taking into account the time required for the preparation and publication of the notice of sale. Result? The first call (Also published in December) went to the desert and we can only hope for the outcome of the second call, from which depend the salvation viability of our common, however, will face a very difficult 2011, as a result of less government transfers to approximately 300,000 euro, the result of an economic policy "tears and blood" Tremonti and license plate of the first effects of a bad federalism League!
In times of crisis, any entity, public or private that is, it should rethink how to manage their resources (scarce) and aim for a more efficient management by eliminating waste. That does not mean "not spending" but to invest to implement the measures which, in the medium to long term, allowing it to obtain the benefits that become structural. Priorities include the collection and boost energy from renewable sources (photovoltaic rooftop), two areas where improvements have reduced spending, without adversely affecting the level of service to citizens.
Our dear administrators continue to handle it instead to the sound of public expenditure and unnecessary investments, jobs to friends, partners and boyfriends . The hope is always that the administration Palasciano to honor the promises made in election campaign but the construction of the "inverted pyramid" is not open yet (probably because we realized that an inverted pyramid can not stand up!). So my advice is: give yourself a move, or admit your inability and go home!
